The DED has been active in Sudan since 1979. The country suffered from decades of civil war (1955-1972 and 1983-2005). After the changed political situation in 1989, bilateral German-Sudanese Development Cooperation had been suspended in 1996. DED stayed as the only German development organisation working in the whole of Sudan, focusing exclusively on the support of the civil society within three Focal Areas. Since then, DED did not change its policy towards Northern Sudan, although the CPA has altered the political circumstances. The objective in Northern Sudan remains the support of the civil society to articulate their needs and rights, especially for marginalised groups, including women, youth and IDPs. In 2005, after the signing of the CPA, DED resumed its activities in Southern Sudan, currently focusing on Good Governance, Reintegration and Development and Water, according to the recommendations of the BMZ. Within this framework, DED implements its tasks through the secondment of international advisors, the support of local experts, and the work of advisory offices for civil society organisations and networks.
